About TBCD
Trinity Bay Conservation District is a conservation and reclamation district formed and approved by the Texas House and Senate in May of 1949. The primary functions of TBCD are to provide storm water drainage and water and sewer services for most of East Chambers county and a portion of West Jefferson County in far Southeast Texas. Our office is located at 2500 SH 124, Stowell, Texas. Our phone number is (409) 296-3602.
Our regular office hours are Monday-Thursday, 7:00 am to 5:30 pm. Our phones are answered 24 hours a day for regular business and/or emergencies.

Utilities
Trinity Bay Conservation District supplies potable water from two water treatment facilities in Winnie and Anahuac. These are surface water treatment plants and produce quality government approved drinking water. In Winnie, our plant treats Neches River water purchased from the Lower Neches Valley Authority. At the West treatment plant in Anahuac, we treat Trinity River Water we purchase from the Chambers-Liberty Counties Navigation District.
Currently TBCD has four wastewater treatment plants. One in Winnie, Oak Island, Smith Point, and Hankamer.
Drainage
The Drainage team manages storm water through constructing and maintaining drainage ditches throughout the District. While we don’t maintain roadside ditches, we do manage + 1400 miles of ditches in the district.
Trinity Bay Conservation District’s lobby hours are Monday -Thursday 7:00 am to 5:00 pm. The drive-thru is open until 5:30 pm. Trinity Bay provides a drive-thru night deposit box. Our offices are not open on Friday.
After business hours and any time our office is closed, please call (409) 296-3602 to report leaks or emergencies.
